Ipswich Local Strategic Partnership has won a National Compact Commendation!
Ipswich LSP is delighted to be in receipt of a National Compact Commendation from the Comission for the Compact. Representatives will pick up the award at the Annual Compact Meeting held in Westminister on the 13th Dec 2007.
If you wish to use the Compact to challenge actions of a public sector or VCS organisation, please contact SAVO for more information and advice. We are currently working on cases with the Public Law Project and the National Compact Advocacy Programme, both free to VCS organisations. We hope to offer training on the principles of Public Law later in the year.

The Compact Advocacy Programme:
The Compact Advocacy Programme was set up, and is run, by the voluntary and community sector for the sector. Based at the National Council for Voluntary Organisations (NCVO), it is a scheme that provides practical support and wider campaigning to the sector in cases where the Government has breached the Compact.

The National Compact:
If a local Compact is not strong enough, the position defaults to the National Compact, to which all public sector agencies are signed up via the Government. This means that even if the public sector agency in question refuses to engage with its local Compact, they are bound by the national guidelines.

The Commission for the Compact:
A new department known as ‘The Commission for the Compact’ officially launched its policy work programme and business plan on 11 April 2007. The Commissioner and his team are taking this work forward in consultation with the voluntary and community sector (VCS) and government.
The Commission aims to:
- establish an evidence base;
- research key issues and problems and publish findings and recommendations;

investigate Compact adherence;

work with government departments, the third sector and other public bodies to assess their systems for ensuring Compact compliance and advise on how to embed the Compact in their corporate cultures; and
-
make advice and information on best practice available to Compact partners at all levels in both sectors.

Progress on the National Compact agreement
Two developments linked to Compact Week (1st to 8th November), the annual focus on the agreement between government and the voluntary and community sector:
Compact Voice is establishing a National Network to provide a forum for national voluntary organisations to discuss their concerns and priorities around the Compact. It will include an online discussion forum as well as regular meetings and information updates. This fits alongside the existing Local Compact Voice network of over 300 voluntary sector representatives from local authority areas across England. The Compact Commission has published results from a study 'Central Government Grants for the Voluntary and Community Sector and the extent to which they are comply with the Compact'. They found progress in implementing good funding practice in many programmes, with half of the programmes studied offering multi year funding agreements. |
