The SSP brings together key stakeholders and agencies in the county to co-ordinate their work on behalf of the people of Suffolk more effectively. All partners play an active part in developing working relationships for the benefit of the community and ensuring a focus on improving the quality of life and governance in a particular locality. Put simply, the SSP seeks to bring together everyone with an interest in the well being of Suffolk and its communities.
The Suffolk Strategic Partnership (SSP) was formed in 2001 and drew on Suffolk’s previous experience as a “pathfinder” for the Government’s New Commitment to Regeneration scheme.
The SSP was established to:
-
Improve the quality of life of the people of Suffolk
-
Agree common aims and joint priorities and deliver them
-
Streamline existing partnerships
-
Draw up a community strategy for Suffolk
The Local Government Act 2000 placed a duty on all local authorities to draw up a community strategy to promote the wellbeing of local communities. The Government advice is that this should be drawn up by a Local Strategic Partnership (LSP) – cross agency partnerships which bring together all sectors at a local level. The SSP, as the countywide LSP compiles a strategy, as do the LSPs at district level.
The membership of the SSP comprises a wide range of organisations and bodies across the public, voluntary and community sector, and the private sector.
The principles of the SSP are to:
-
Set the long-term vision for Suffolk
-
Focus on strategic issues that need to be delivered or co-ordinated at a county level
-
Complement, and be informed by local and thematic plans
-
Ensure success is dependent on influence, not authority. For example, influencing the distribution of SSP partners’ mainstream resources.
-
Improve partnership working, focusing on actions and promoting efficiency and effectiveness by rationalisation, genuine information sharing, reducing duplication etc.
-
Develop an emphasis on implementation and delivery
-
Be inclusive and community driven, informed by local strategy.
One of the key aims of the SSP is to influence the distribution of the partners’ mainstream spending programmes (e.g. health, crime prevention, education) towards locally determined and agreed priorities.
